Project Location: The project spans from Yonge Street to Shaw Street, covering the entire roadway width from property line to property line. Project Details: This comprehensive improvement project includes the installation of a new sanitary sewer alongside new service lines to each property. It involves the partial replacement of the water main, relocation of storm infrastructure, and the construction of new sidewalks, curbs, and gutters. Additionally, the roadway will receive new asphalt, line painting to include a crosswalk at Shaw Street, and updated traffic signage. The 2025 contract has been awarded to Georgian Paving and TY Lin (Consultant) has been retained to provide Contract Administration and inspection services for this project on behalf of the Township. Construction is expected to begin Monday, May 26, 2025. Description The Elmvale Water and Wastewater Treatment Plant (WWTP) is an extended aeration-activated sludge facility that has been in operation since the early 1990's. This facility plays a critical role in the community's wastewater management by providing a comprehensive treatment process that includes preliminary treatment, secondary treatment, post-secondary treatment, disinfection, and efficient sludge handling. These upgrades will fix issues with how the plant works and is maintained, including machinery, building structures, and systems for controlling and monitoring processes. They will also improve health and safety measures, ensuring everything meets the latest design codes and standards. Watermain Condition Assessment Huron Street in Minesing |

Description The Township of Springwater is conducting an investigation of the existing watermain along Huron Street, between George Johnston Road and Ronald Road, in the village of Minesing. The purpose of this investigation is to visually assess the condition of the watermain to determine whether rehabilitation or replacement is necessary to maintain the system in a good state of repair. Project Status This investigation forms part of the ongoing design work for the proposed reconstruction and urbanization of Huron Street. The planned improvements include upgrading the existing 2-lane rural roadway to a 2-lane urban cross section, featuring asphalt paving, curb and gutter, storm sewer installation and a concrete sidewalk along one side of the street. The project is currently in the design phase, and construction timelines will be subject to budgetary and permit approvals. Recreational & Community Facilities

Description: The project is to construct a Community Hub at the recently acquired 1132 Snow Valley Road (Hasty Tract) property in Midhurst. Proposed municipal services for the property include, but are not limited to, a new fire station and fire service training area, County of Simcoe Emergency Medical Services (EMS) post, recreation complex, library and creative space, meeting and activity space, and active and passive recreation areas.
Contract Services:
Project StatusPhase 1 development of the Community Hub project was approved by Council in April 2021, with Ainley Group retained for project management. Phase 1 includes site preparation (studies/survey, tree clearing and civil works) as well as the construction of a new Fire Station 2 and potential Simcoe County EMS post. Masri O Inc. has been awarded the contract for Phase 1 design works of the new fire station, including geotechnical and hydrological investigations, preliminary designs and tendering. On September 15, 2021, Council approved moving forward with Phase 2 of the project. An RFP was issued and awarded to Weston Consulting for the preparation of a Community Hub Master Plan. As part of the master planning process, the consultant will be responsible for public consultation, preparing a long-term concept plan for the property, site servicing, cost projections and design criteria for future facility development. During a special meeting on May 10, 2023, Springwater Council gave its approval for the construction of a new Fire Station, as part of the Township's future Community Hub. At a meeting on July 7, Council directed staff to move forward with a design for aquatics and a gymnasium in phase one, with the potential for a double ice pad to be built in phase 2. At a special meeting of Council held on January 24, 2024, Council approved the Master Plan Concept Design presented by Weston Consulting. The concept is broken down into a multi-phase development with phase one proposing a swimming pool, therapeutic pool, gymnasium with two full-size courts, change rooms, multi-purpose fitness room and library. Phase two proposes a twin-pad arena, change rooms and storage. The next step in the project includes a detailed design of the facility, as well as a feasibility study.

The Phelpston Ed Valendar Park Pavilion is undergoing upgrades with construction scheduled to begin the week of September 7, 2025. Construction fencing has been installed while the required upgrades are completed. The new pavilion for the multipurpose sports court will help to add to the all-season enjoyment of court and ice sports. The new lit pavilion will be installed over the existing sport court! The added structure will help to add to the enjoyment of winter and summer sports in Springwater. The multi-purpose sports pavilion is expected to reopen in time for the winter ice activity season. While work is underway, areas of the park may be temporarily closed to the public. We appreciate your patience as crews complete this exciting transformation. |

Craig Road will be a two-lane roadway approximately 2.6 km in length, providing an east-west link between County Road 27 and the Russell Road/Forbes Road intersection. Background: In 2009, the Township completed a Master Plan for the provisions of water, wastewater and transportation upgrades to accommodate future growth in the Midhurst area. The Craig Road extension was recommended under the Plan to carry traffic east and west to the north of the development rather than through Midhurst. In 2022, Ainley & Associates was retained to carry out the design and contract administration for the project. As per recommendations included in the 2020 Environmental Study Report, the project is moving forward in tandem with the first phase of Neighbourhood 2 of the Midhurst Secondary Plan.
