The Township of Springwater is responsible for acquiring, maintaining and rehabilitating its infrastructure and assets to ensure that reliable service is provided to businesses and residents. Major infrastructure in the Township consists of roads, bridges and culverts, sewers, watermains and pumping stations, and facilities including recreation centres, libraries, parks, pavilions, fire stations and an administration centre.
Capital projects are prioritized by need and outlined in the Township's Ten Year Capital Plan. The summaries below provide information on recent and ongoing projects.
Road Construction
Each year the Township completes multiple road projects to address infrastructure needs, enhance safety, and improve the overall quality of life for residents and visitors alike. Water/Wastewater
Swaley Drain Improvements | ||||||||||
Description: The project, under section 78 of the Drainage Act, is to improve and extend the outlet of the Swaley Drain. Project Status: Extension works are complete. Contract Services:
Background: In 2016, Springwater Council accepted a Notice of Drain Improvement from an affected land owner to improve the outlet of the Swaley Drain. The work was requested to alleviate current drainage issues, as field tile outlets are malfunctioning due to high and rising water levels within the drain. K. Smart and Associates was retained in 2017 to complete a Scoping Study, and in 2018 to prepare a Preliminary Report on the outlet of the Swaley Drain under Section 78 of the Drainage Act. In 2021, Council authorized a Final Report by Mr. Smart and provisionally passed Swaley Drain By-Law 2021-091 to approve the Final Report. As per Section 46 of the Drainage Act, Council held a Court of Revision on November 1, 2021 to hear landowner challenges to their assessments within the provisionally adopted Swaley Drain By-Law. Elmvale Lift Station | ||||||
Description: The project is to construct a new sewage lift station at 105 Queen Street West in Elmvale. The facility will replace the existing lift station at 99 Queen Street West. Project Status: Construction is complete. Contract Services:
Background: In 2014, the Township completed an assessment of the existing facility and confirmed that it was operating at 94% of its maximum capacity. An expansion to the facility was deemed necessary to accommodate existing operational demands and future growth in the area. Ainley Group was retained in 2017 to carry out the design and contract administration for the project. After the first contractor defaulted, the construction of the new station was retendered to Jeviso Construction Corporation in 2020. Recreational & Community Facilities
Community Hub & Fire Station 2 | ||||||||||
Description: The project is to construct a Community Hub at the recently acquired 1132 Snow Valley Road (Hasty Tract) property in Midhurst. Proposed municipal services for the property include, but are not limited to, a new fire station and fire service training area, County of Simcoe Emergency Medical Services (EMS) post, recreation complex, library and creative space, meeting and activity space, and active and passive recreation areas.

Project StatusPhase 1 development of the Community Hub project was approved by Council in April 2021, with Ainley Group retained for project management. Phase 1 includes site preparation (studies/survey, tree clearing and civil works) as well as the construction of a new Fire Station 2 and potential Simcoe County EMS post. Masri O Inc. has been awarded the contract for Phase 1 design works of the new fire station, including geotechnical and hydrological investigations, preliminary designs and tendering.
On September 15, 2021, Council approved moving forward with Phase 2 of the project. An RFP was issued and awarded to Weston Consulting for the preparation of a Community Hub Master Plan. As part of the master planning process, the consultant will be responsible for public consultation, preparing a long-term concept plan for the property, site servicing, cost projections and design criteria for future facility development.
During a special meeting on May 10, 2023, Springwater Council gave its approval for the construction of a new Fire Station, as part of the Township's future Community Hub. At a meeting on July 7, Council directed staff to move forward with a design for aquatics and a gymnasium in phase one, with the potential for a double ice pad to be built in phase 2.
At a special meeting of Council held on January 24, 2024, Council approved the Master Plan Concept Design presented by Weston Consulting. The concept is broken down into a multi-phase development with phase one proposing a swimming pool, therapeutic pool, gymnasium with two full-size courts, change rooms, multi-purpose fitness room and library. Phase two proposes a twin-pad arena, change rooms and storage.
The next step in the project includes a detailed design of the facility, as well as a feasibility study.

Craig Road Extension

Description: The project involves the design and construction of the future Craig Road in Midhurst. Craig Road will be a two-lane roadway approximately 2.6 km in length, providing an east-west link between County Road 27 and the Russell Road/Forbes Road intersection. Project Status: The project is currently in the design phase. Contract Services:
Background: In 2009, the Township completed a Master Plan for the provisions of water, wastewater and transportation upgrades to accommodate future growth in the Midhurst area. The Craig Road extension was recommended under the Plan to carry traffic east and west to the north of the development rather than through Midhurst. In 2022, Ainley & Associates was retained to carry out the design and contract administration for the project. As per recommendations included in the 2020 Environmental Study Report, the project is moving forward in tandem with the first phase of Neighbourhood 2 of the Midhurst Secondary Plan.
