Development Charge Background Study Update, 2023
The Township of Springwater collects development charges on new properties to help pay for growing municipal infrastructure and services, such as: roads, water and wastewater, libraries and parks, fire and other government services. Our annual budgeting process determines what capital projects receive funding.
The Township of Springwater is undertaking an update to the Township’s Development Charges (DC) Background Study and By-law. The Township imposes Development Charges (DCs) under the provisions of the Development Charges Act, 1997, as amended. The Act requires that a background study be undertaken to calculate the DC.
TAKE NOTICE that the Township of Springwater will hold a Public Meeting on Wednesday May 31, 2023 at 5:00 p.m. pursuant to Section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the Township’s proposed Development Charges (DC) By-law and underlying Background Study.

Fees and by-law
Development Charge By-law 2018-045 as amended by By-law 2021-117 apply one-time development fees on new development or redevelopment so that the cost of providing new infrastructure is not borne fully by existing taxpayers. Rates are indexed annually on January 1. The By-laws also include area specific development charges.
Development charge background study
The Development Charges Act requires that a background study be prepared to determine fees based on current service levels and the forecasted amount, type and location of future development within the municipality. Take notice that the Council of The Corporation of the Township of Springwater passed municipal wide Development Charges By-law No. 2021-117 on the 15th day of December, 2021 under section 2(1) of the Development Charges Act, 1997, S.O c. 27, as amended; And Take Notice that any person or organization may appeal to the Ontario Land Tribunal under section 14 of the Act, in respect of the development charges by-law, by filing with the Clerk of the Township of Springwater on or before January 24, 2022 a notice of appeal setting out the objection to the by-law and the reasons supporting the objection. |

Take notice that the Council of The Corporation of the Township of Springwater will hold a public meeting virtually via Zoom on Wednesday, November 3, 2021 at 4:30 p.m. pursuant to section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the municipality’s proposed development charges (D.C.) by-law and underlying background study. Interested stakeholders/residents may submit comments regarding the proposed development charges (D.C.) bylaw and underlying background study in advance of the meeting by mail, in-person at the Township Administration Centre, or via email at clerks@springwater.ca.
