Sometimes there are situations where property restrictions affect the property owner's project goals. In these situations, we encourage property owners to arrange a pre-consultation meeting with the Township of Springwater's Planning Department to find an application process that best suits their proposal. A pre-consultation fee may apply.

Planning applications
Compliance Letters |
Individuals requiring building, planning or septic compliance information can submit a compliance request online. A fee will apply based on how quickly the service is requested. |
Consent (Land Severance) |
A consent is the legal separation of a piece of land to form a new lot. You can also apply for a consent for:

Extension or Revision to a Draft Plan Approval |
Apply for an extension or revision to a draft plan approved plan of subdivision or condominium. |
Lifting of Holding (H) Provision |
A holding provision is applied to a parcel of land to restrict development until certain criteria for development has been met to the satisfaction of the Township. An application to lift a hold may be applied for to request that the Township remove the holding provision, allowing development to proceed in accordance with the appropriate zoning. |
Minister's Zoning Order (MZO) Request |
A Minister’s Zoning Order (MZO) is a Provincial land use approval tool meant for situations where development projects have merit but cannot comply with the requirements of Local, Regional or Provincial Planning policy. The purpose of the Township's Minister’s Zoning Order (MZO) Request Application is to provide Council with basic and standardized information related to requests for support of a MZO as outlined in the Township's MZO Request Protocol. |
Minor Variance |
You can apply for a minor variance when proposed development does not meet the requirements of the Zoning By-law. A minor variance does not change the zoning of a property, it only allows for minor relief from specific requirements of the Zoning By-law. Official Plan Amendment |
If your plans for developing your property aren't consistent with the Official Plan, you will need to apply for an Official Plan Amendment. More information on this process is available through a consultation with planning staff. |
Part Lot Control |
Part lot control allows the Township to pass a by-law removing lands from a registered plan of subdivision. This allows the division of lands without requiring approval from the Committee of Adjustment. Plan of Subdivision and Condominium |
Section 51 of the Planning Act grants the City authority to regulate the division of land through Plans of Subdivision. Section 9(2) of the Condominium Act states that an application for condominium is processed in the same way as a Plan of Subdivision under Section 51 of the Planning Act, with necessary modifications. The plan of subdivision or condominium application process is used to provide for the orderly servicing and development of large parcels of land in accordance with appropriate municipal regulations and standards. Please note, prior to submission of a plan of subdivision/condominium application a pre-consultation application process is to be completed. |
Pre-consultation |
A pre-consultation application and meeting may be needed prior to a formal Planning Act application submission when considering development or redevelopment of a property. |
Preliminary Development |
A preliminary development application allows the applicant to get a response from the Township regarding their development proposal at minimal cost. Planning staff provide preliminary comments and help guide the next application process, if needed. |
Preliminary Zoning Letter for NVCA |
Individuals requiring a zoning certificate/approval from the local municipality as part of an NVCA permit application, can submit a preliminary zoning letter request online. A fee of $125.00 will apply. |
Site Plan Control |
A site plan control application ensures that land development and alteration meets the development standards and policies approved by the municipality. The Township’s Site Plan Control By-law identifies the land uses that are subject to site plan approval, including:

Temporary Dwelling During Construction |
A Temporary Dwelling During Construction Application provides residents the opportunity to reside in their dwelling while a new replacement dwelling is being constructed on the same lot. |
Zoning By-law Amendment and Temporary Use By-law |
A Zoning By-law application (“rezoning”) is required when a proposed use or structure does not meet the requirements of our Zoning By-law. A rezoning application must conform to the Official Plan. If it doesn't, you may need an official plan amendment before applying for a rezoning. |
