Parks and Recreation Master Plan Update
Prior to the regular meeting of Council, a special meeting was held to present the draft Parks and Recreation Master Plan. The plan includes a draft vision that will guide the Township in managing the direction of parks, open spaces, programs, events, facilities, and amenities in a cost effective and sustainable manner. The final Parks and Recreation Master Plan will be formally presented for adoption at the next regular Council meeting on March 5, 2025.
Public Meeting Held Regarding Stonemanor Woods Phase 5 Subdivision Application
The statutory Public Meeting regarding Stonemanor Woods – Phase 5 was held to present the applications for the Official Plan Application (OPA) and Zoning By-law Amendment (ZBA) and Draft Plan of subdivision. The proposal includes thirty single detached dwellings, one commercial block and one stormwater management block.
Elmvale District High School Donation Request for Student Exchange to O’Chiese First Nations
Springwater Council agreed to provide a $2000 donation to support the Elmvale District High School (EDHS) Student Exchange to O’Chiese First Nation, Alberta.
Through the exchange, students from EDHS will travel to Alberta and live with host families for one week to experience the culture and lifestyle of students there. In return, students from O’Chiese First Nation in Alberta will travel to Elmvale to spend one week living with host families to experience life as a student in Springwater.
The donation from Council will be funded through the proceeds of the Springwater Swing Golf Tournament.
Community Improvement Plan (CIP) Application -- Eagle Eye Bookkeeping
Council approved an application under the Township’s Community Improvement Plan- Signage Improvement Program submitted by Eagle Eye Bookkeeping. The grant totals $1,487.50 and will be used to fund a new front-lit, primary wall sign.
Contract Extension – Ontario Clean Water Agency (OCWA)
Council approved the contract extension with the Ontario Clean Water Agency to operate and maintain Springwater’s Water and Wastewater Treatment Systems for three terms at a cost of $2,309,438.04, including HST.
Award of Tender - Aggregate Crushing
The tender for aggregate crushing was awarded to Duivenvoorden Haulage Ltd., in the amount of $139,855 excluding HST.
County of Simcoe Bursary Program
The Township of Springwater will once again participate in the County of Simcoe Bursary Program with a $1000 contribution. The donation guarantees one student from Springwater will receive a $3000 bursary, for which the County of Simcoe will contribute the remaining $2000.
Amendment to the Development Charges By-law
Council received information regarding a proposed amendment to the Municipal Wide Development Charges By-law 2023-070. The amendment will correct the definition of “Other Multiples” and “Nonresidential” in the Development Charges By-law. A public meeting will be held on April 16, 2025. The amending by-law will be presented at the April 16, 2025, regular meeting of Council for consideration and approval.
Notice of Motion regarding Sharewear Waiver of Fee Rental at Elmvale Community Hall
Council has waived the rental fee at the Elmvale Community Hall for an event being held by Sharewear on April 4 & 5. Sharewear provides free clothing to the community, helping people in financial hardship focus on essentials like rent and food. They will be holding a fashion show on April 5 to raise awareness and funds for the organization. Additionally, Council directed staff to review the policy to possibly waive fees like this for other local service clubs in the future.
Notice of Motion regarding Elmvale Ball Park Lights
A $1,000 donation from the Deputy Mayor’s Discretionary Fund was approved to support the Elmvale Ball Park Committee to pay for new lights at Elmvale Ball Park on 14 George Street.
