Prior to the regular meeting of Council, a special meeting was held to discuss a Community Assistance Program Application, Craig Road Extension Project Property Acquisition, and Barrie Boundary Adjustment.
Community Assistance Program Application
During the special meeting, Council reviewed and approved a Community Assistance Program application, then dissolved the program as of March 5, 2025. Council distributed the Programs funds, giving $5,000 to the Elmvale Food Bank and direct the remaining funds back to the Springwater Swing.
Midhurst Heights Draft Plan of Subdivision (Redline Revision)
The Public Meeting was held in accordance with Section 51 of the Planning Act, R.S.O. 1990, c. P 13, as amended, for a Redline Revision to the Midhurst Heights Subdivision. The revision would result in consolidating 80 single-detached lots into 18 blocks for fourplexes within Phase 1B. This change would increase the total units from 1,551 to 1,631, adding 80 more units to the development. Upon review of the Redline Revision for the Midhurst Heights Subdivision, Council referred the application back to staff.
Parks and Recreation Master Plan Update
The draft 2025 Parks and Recreation Master Plan was deferred by Council to staff to hold a workshop to further engage the Community Recreation Associations in Springwater. The draft 2025 Parks and Recreation Master Plan includes a vision that will guide the Township in managing the direction of parks, open spaces, programs, events, facilities, and amenities in a cost effective and sustainable manner.
2025 Trails Master Plan Update
Council received the draft 2025 Trails Master Plan. The 2025 Trails Master Plan is being developed to help residents and visitors understand the trail system, and the variety of conditions that may be present during use of a trail. It will guide the future planning of trails, trail development and long-term maintenance over the next 10 years.
Huronia West OPP Detachment Board Terms of Reference
Council adopted the by-law for the approval of the Huronia West OPP Detachment Board's Terms of Reference, which guides the composition and governance of this independent civilian oversight board.
Request for Extension of Draft Plan Approval – PGC Industrial Subdivision
Council granted a one-year extension for the draft plan approval, giving the developer time to submit necessary documents and finalize agreements to finalize the subdivision agreement and ultimately register the industrial subdivision.
Stonemanor Woods – Reduction of Securities
Council approved releasing $2,053,767.50 in securities to Stonemanor Woods Holding Corp. for phases that received final acceptance in 2024 and 2025.
