Holiday Card Contest Winner
The winner of the Holiday Card Colouring Contest was announced. Congratulations to Taryn from Phelpston, whose picture depicting the theme of ‘winter in Springwater’ will be featured on the Township’s holiday card this year.
County of Simcoe – Community Settlement Strategy
Council received a presentation from the County of Simcoe, Local Immigration Partnership on the Community Settlement Strategy. The Strategy provides local communities with information on preparing for an increase of immigrant and visible minority populations and aims to improve social and economic outcomes for newcomers residing in Simcoe County.
The Strategy includes three themes of community action including:
- Living: improving access to basic needs;
- Working: encouraging labour force integration; and,
- Belonging: creating pathways to community involvement.
Automated Speed Enforcement RFP Awarded
The RFP for the implementation and management of Automated Speed Enforcement was awarded to Global Traffic Group Ltd. The program will be implemented utilizing a no upfront cost and revenue sharing model. The intent is for the ASE program to become operational within six months and with penalty orders being issued within 9 month of the contract award.
Fuel & Lubricant Tenders Awarded
The award for the supply and delivery of fuel to various Township facilities from 2025-2029 was awarded to Bryan’s Fuel in the amount of $394,230.96, including HST recoveries.
The award for the supply and delivery of lubricant to various Township facilities from 2025-2029 was awarded to The Sarjeant Co. Ltd. at a cost of $64,173.09, including HST recoveries.
2024 Springwater Swing Fundraising Update
Council received an update on the 2024 Springwater Swing Golf Tournament. The event was held on July 15 at Vespra Hills Golf Club and raised $50,604.41. During the meeting Council allocated a $5,000 donation to the Elmvale & District Food Bank, and $20,000 to physician recruitment.
Winter Maintenance on Old Second South
Council has voted in favour of proceeding with a third-party contract for the provision of winter maintenance services of Old Second South, beyond Sutton Heights. Grounds Guys – Barrie will complete the work at a cost of $269.66, including HST recoveries, per occurrence.
Kerr Street – Parking By-law
On December 4, staff will bring forward an amendment to the Traffic and Parking By-law to prohibit stopping on the south side of Kerr Street in Elmvale from 8:00 – 9:30 a.m. and 2:30 – 4:00 p.m. The amendment is the result of a Notice of Motion from Councillor Garwood and addresses concerns raised during drop-off and pick-up times at Our Lady of Lourdes Catholic School.
New Traffic Bollards Coming
Additional traffic bollards will be installed in neighbourhoods throughout Springwater, as a result of a Notice of Motion by Councillor Garwood and Councillor Fisher. The bollards act as a traffic calming strategy, are installed in the roadway and have the effect of narrowing the lane width to reduce speed.
Four bollard locations will be allocated for each ward. Some of the approved new locations include:
- Pooles Road, Midhurst
- Belmont Crescent, Midhurst
- Spence Avenue, Midhurst
- Doran Road, Midhurst
- Lorne Street, Elmvale
- Nash Avenue, Elmvale
- Simcoe Street, Elmvale
- Ritchie Crescent, Elmvale
Resolution Regarding County Council Wage Increase
Following a Notice of Motion by Councillor Alexander and Councillor Fisher, Springwater Council voted in favor of urging Council for the County of Simcoe to repeal their recently approved wage increase. A copy of the resolution will be circulated to Premier Doug Ford, MPP Doug Downey and all member municipalities within the County of Simcoe.
