      Notice of Public Meeting to Discuss Proposed Boundary Adjustment

      The Township of Springwater will hold a public meeting on Wednesday, October 8, 2025, at 6:30 p.m. to discuss the proposed boundary adjustment.  

      Throughout the jurisdictional areas of The Township of Springwater, The City of Barrie, and the County of Simcoe, facilitated discussions are being held regarding proposed boundary adjustments. To enhance these efforts, the Office of the Provincial Land and Development Facilitator has been appointed by the Minister of Municipal Affairs and Housing to aid these discussions, ensuring they align with Provincial priorities such as fostering housing development and employment growth.

      Initiated in the spring of 2024, the facilitation process has involved discussions among the municipal leaders of the Township of Springwater, the City of Barrie, and the County of Simcoe. The process has included technical studies by consulting experts, examining the demand for additional residential and employment lands in the Township of Springwater and the City of Barrie. Preliminary results were introduced to all Councils by late 2024. Recent studies include urban expansion land delineation, environmental mapping and constraint analysis, and infrastructure servicing needs and costs. Additionally, technical memorandums, inclusive of the joint land needs assessment and an update from the Office of the Provincial Land and Development Facilitator, will be released publicly on September 24, 2025. On September 25, 2025, the draft restructuring (boundary adjustment) proposal, including mapping of the proposed areas will be released. All materials will be posted on the Township's website.

      A final restructuring proposal will not be considered for approval by Council at this meeting. The proposal will be considered at the next Council meeting, on October 15, 2025, after considering comments received as part of the public meeting and engagement process, outlined in the Municipal Act.

      This public meeting is an opportunity for the public to review and provide comments on the restructuring proposal between the Township of Springwater and the City of Barrie. All interested parties are invited to attend in person or electronically.

      Any person may attend the public meeting and make written or verbal representation either in support of or in opposition to the studies and proposal.

      If you wish to make a written submission concerning this matter, please email the Clerks Department. As a result of the impacts to Canada Post mail delivery, written comments can be delivered to the Administration Centre, Township of Springwater, 2231 Nursery Road, Minesing, ON L9X 1A8 (attention: Township of Springwater Clerk). Written comments must be received by October 6, 2025, by 4:00 p.m.

      If you wish to provide comments in person at the public meeting, please register in advance by emailing the Clerks Department or calling 705-728-4784 ext. 2304 during regular office hours prior to October 8, 2025, by 2:00 p.m. You may participate either in person or electronically via zoom. Those participating via Zoom will be provided with connection instructions upon registration and will require access to a computer with internet connection or a telephone. Each person may speak once, with a maximum limit of 5 minutes. It is recommended that groups designate a single spokesperson to represent their organization. Those not registered in advance to make comment at the meeting will be provided an opportunity to do so, once all registered participants have had the opportunity to speak.
