Temporary Road Closure - Finlay Mill Road

Please be advised that the Midhurst Heights External Forcemain Construction contract (“Works”) was recently awarded
to Earth Boring Company Ltd. (“Contractor”). C.F. Crozier & Associates Inc. (“Consultant”) has been retained to provide
Contract Administration and Inspection services for this project.

The Contractor is currently working on Finlay Mill Road between Belmont Crescent and Wattie Road (phase 1A). In order
to facilitate the installation of the valve chamber that is south of Belmont Crescent, the traffic control plan will have a
temporary full road closure on Finlay Mill Road from Belmont Crescent to Wattie Road. This work is scheduled to
commence at 7AM on Friday May 24 and will continue through until 5PM on Saturday May 25, if not complete on
Friday. Once the valve chamber works are completed on Finlay Mill Road between Belmont Crescent and Wattie Road,
this stretch of road will be re-opened to one lane.

Similar to the previous phase of construction, signage will be erected prior to construction works. As depicted in the
illustration on Page 2, north bound traffic will be directed from Finlay Mill Road to Wattie Road, then along St. Vincent
Street and Belmont Crescent, lastly returning to Finlay Mill Road. Signed detour routes will be provided to direct motorists
around the lane restriction. We advise that when driving or walking through and around the construction work zone, that
you follow and obey the construction signage for your safety and for the safety of the workers. In addition, police officers
are actively patrolling the area and ticketing motorists who are not obeying the signage. A detailed traffic control plan is
provided on the backside of this notice.

You will experience some delays and inconvenience during this time, and in this regard, we respectfully ask for your
cooperation and patience in order to complete this project in a timely and efficient manner. Should you have any
