    The Township of Springwater welcomes the public to join us for our open Council Meetings. Due to the ongoing COVID-19 pandemic, Council meetings are currently being held through Zoom video and teleconferencing. Zoom details are posted on the meeting Agendas, published on the Friday before the meeting.

    New CivicWeb Portal

    The Township has launched a new CivicWeb Portal providing residents with improved access to public meeting information, including agendas, minutes and records. The CivicWeb Portal can be accessed via the links below or visited directly at springwater.civicweb.net/Portal.

    Agendas

    Meeting agendas provide an overview of topics covered at meetings. View current and past meeting agendas through our CivicWeb Portal.

    Minutes

    Once published, you can read minutes online through our CivicWeb Portal.

    Closed meetings

    Closed meetings are necessary sometimes to deal with certain matters, receive information or give direction. The provincial government has set rules for a council, local board or a committee to go into a closed meeting.

    Reasons for closed meetings
     The permitted reasons for going into a closed meeting are:
    • The security of property of the municipality or local board;
    • Personal matters about an identifiable individual, including employees;
    • A proposed or pending purchase or sale of land;
    • Labour relations or employee negotiations;
    • Litigation or potential litigation;
    • Advice that is subject to solicitor-client privilege;
    • A matter authorized by another provincial statute;
    • If the subject matter relates to a request under the Municipal Freedom of Information an Protection of Privacy Act;
    • Investigation respecting the municipality by the Ombudsman;
    • Information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them;
    • Trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or belongs to the municipality and has monetary value or potential monetary value;
    • Position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality; and 
    • The meeting is held for educating and training and no member discusses or deals with a matter in a way that materially advances the business decision-making of the council or local board.
    Closed meeting complaints

    Before submitting a formal complaint, we ask that you speak with the Clerk to try to resolve the issue. If you would like to submit a formal complaint about a closed meeting held by Springwater Council or one of its boards or committees, please contact the Ontario Ombudsman.
