Capital Projects

The Township of Springwater is responsible for acquiring, maintaining and rehabilitating its infrastructure and assets to ensure that reliable service is provided to businesses and residents. Major infrastructure in the Township consists of roads, bridges and culverts, sewers, watermains and pumping stations, and facilities including recreation centres, libraries, parks, pavilions, fire stations and an administration centre.

​Road Construction

Each year the Township completes multiple road projects to address infrastructure needs, enhance safety, and improve the overall quality of life for residents and visitors alike. Project Location: 1.6 km section between Highway 26 and Hendrie Road

Estimated Timeline: Summer 2025 - Summer 2026

Water/Wastewater

Each year, the Township plans and delivers water and wastewater projects to maintain essential services and protect public health. Projects may include renewing aging watermains and sanitary sewers, upgrading pumping stations and related equipment, improving system monitoring and controls, and completing condition assessments to guide long-term planning. These investments help ensure reliable service for residents and businesses, reduce the likelihood of service disruptions, and support compliance with Ontario’s regulatory requirements.

Description

The Elmvale Water and Wastewater Treatment Plant (WWTP) is an extended aeration-activated sludge facility that has been in operation since the early 1990's. This facility plays a critical role in the community's wastewater management by providing a comprehensive treatment process that includes preliminary treatment, secondary treatment, post-secondary treatment, disinfection, and efficient sludge handling. These upgrades will fix issues with how the plant works and is maintained, including machinery, building structures, and systems for controlling and monitoring processes. They will also improve health and safety measures, ensuring everything meets the latest design codes and standards.

Project Phases

Phase 1 - Final Treatment

Elmvale’s wastewater system is being rehabilitated to modernize the system for future needs. The
Township of Springwater is planning upgrades across three key areas of the system to improve
reliability, operational efficiency, and overall treatment performance. This phase improves treated
wastewater before it’s released to the environment. A new contact chamber, disc filter, and UV disinfection system will ensure the final effluent is fully treated and meets all regulatory requirements.

Phase 2 - Preliminary Treatment

This phase focuses on strengthening the plant’s Headworks (front-end treatment area), which is the first step in the wastewater treatment process. The work includes rehabilitating key Headworks infrastructure
and modernizing the existing electrical andcontrol systems to improve efficiency.

Phase 3 - Bishop Park Pump Station

This project focuses on improving how wastewater moves through the system by upgrading the pumping
station. Improvements include upgrading and modernizing the pump station to ensure its reliable
operations.

Recreational & Community Facilities

Each year, the Township invests in Recreational & Community Facilities to maintain safe, welcoming spaces and support community life. Projects may include repairs and upgrades to community centres and arenas, improvements to parks buildings and washrooms, playground and sports field renewals, trail enhancements, accessibility upgrades, and lifecycle replacements of key building systems (e.g., roofs, HVAC, lighting). These investments help extend the life of Township assets, reduce unplanned closures, and ensure facilities continue to meet community needs.

Project Description

The project is to construct a Community Hub at the recently acquired 1132 Snow Valley Road (Hasty Tract) property in Midhurst. Proposed municipal services for the property include, but are not limited to, a new fire station and fire service training area, County of Simcoe Emergency Medical Services (EMS) post, recreation complex, library and creative space, meeting and activity space, and active and passive recreation areas.

Project Status

Phase 1 development of the Community Hub project was approved by Council in April 2021, with Ainley Group retained for project management. Phase 1 includes site preparation (studies/survey, tree clearing and civil works) as well as the construction of a new Fire Station 2 and potential Simcoe County EMS post. Masri O Inc. has been awarded the contract for Phase 1 design works of the new fire station, including geotechnical and hydrological investigations, preliminary designs and tendering.

On September 15, 2021, Council approved moving forward with Phase 2 of the project. An RFP was issued and awarded to Weston Consulting for the preparation of a Community Hub Master Plan. As part of the master planning process, the consultant will be responsible for public consultation, preparing a long-term concept plan for the property, site servicing, cost projections and design criteria for future facility development.

During a special meeting on May 10, 2023, Springwater Council gave its approval for the construction of a new Fire Station, as part of the Township's future Community Hub. At a meeting on July 7, Council directed staff to move forward with a design for aquatics and a gymnasium in phase one, with the potential for a double ice pad to be built in phase 2.

At a special meeting of Council held on January 24, 2024, Council approved the Master Plan Concept Design presented by Weston Consulting. The concept is broken down into a multi-phase development with phase one proposing a swimming pool, therapeutic pool, gymnasium with two full-size courts, change rooms, multi-purpose fitness room and library. Phase two proposes a twin-pad arena, change rooms and storage.

The next step in the project includes a detailed design of the facility, as well as a feasibility study.

Fire Station

During a special meeting on May 10, 2023, Springwater Council gave its approval for the construction of a new Fire Station, as part of the Township's future Community Hub.

During the meeting, Council members authorized the retention of the project architect, Masri-O Inc., to oversee the contract administration and field review processes. Berkim Construction Inc. was selected as the successful proponent for the design-build phase of the project. Council approved an additional $730,065, bringing the total project budget to $8,530,065. This budget includes expenses for architectural consultants, the design-build contractor, and furnishings and security features.

The new fire station will feature a four-bay apparatus area, support and vehicle maintenance sections, administration and training spaces, and residential areas, including a day room, kitchen, fitness space, and washroom facilities. Construction is scheduled to commence this summer, with an estimated completion date in 2026.

Craig Road Extension

Project Description

The project involves the design and construction of the future Craig Road in Midhurst. Craig Road will be a two-lane roadway approximately 2.6 km in length, providing an east-west link between County Road 27 and the Russell Road/Forbes Road intersection.

Background

In 2009, the Township completed a Master Plan for the provisions of water, wastewater and transportation upgrades to accommodate future growth in the Midhurst area. The Craig Road extension was recommended under the Plan to carry traffic east and west to the north of the development rather than through Midhurst. In 2022, Ainley & Associates was retained to carry out the design and contract administration for the project. As per recommendations included in the 2020 Environmental Study Report, the project is moving forward in tandem with the first phase of Neighbourhood 2 of the Midhurst Secondary Plan.

County of Simcoe Projects

The County of Simcoe is responsible for the operation, construction and maintenance of the County transportation and bridge network, which is an infrastructure of roads, bridges, culverts and signalized intersections.
