Council Highlights

Prior to the regular meeting of Council, a special meeting was held in accordance with the Township of Springwater’s Procedural By-law 2017-007.

Springwater Sports Heritage Hall of Fame Induction Sponsorship Opportunity

The presentation from the Springwater Sports Heritage Board was received by Council, authorizing the sponsorship agreement with the Springwater Sports Heritage for a 2026 induction sponsorship, in the amount of $2500, from the Springwater Swing Charity Golf Tournament reserve.

WSP Land Needs Assessment and Growth Management Study

Council endorsed the recommendations of the Township’s Growth Management Study and supporting reports, which outline how and where the Township is expected to grow over time and confirmed that the next step in the process will be public engagement.

Barrie Soccer Club Dome Loan Guarantee

Council directed staff to work towards an agreement with the Barrie Soccer Club for a guarantee against loan financing for the construction of an indoor turf facility. Staff will report back to Council with a draft agreement for review and consideration.

Spruce Grove Park (3357 Horseshoe Valley Road West)

Council directed staff to initiate discussions with adjacent property owners, including sorting out boundary changes and closing the unused road allowance. If those negotiations don’t lead to an agreement within a reasonable time, staff will work to finalize the boundary adjustments, close the road allowance, and list the property for sale following the Township’s land-sale policy.

Award of Elmvale Community Hall-Springwater Health Services Centre Roof

Council awarded the contract for the Elmvale Community Hall–Springwater Health Services Centre roof replacement to Sinclair Industrial Roofing Inc. for approximately $321,000.

Replacement of Tanker 45

Council awarded the contract for the replacement of Tanker 45 to Dependable Emergency Vehicles for approximately $1.15 million.

Cameron Estates Phase 3

Council approved the draft plan of subdivision for Cameron Estates Phase 3.

2026 Mandatory Septic Reinspection Program

In compliance with provincial legislation, the Township must conduct sewage system maintenance inspections every five (5) years for systems located within regulated/vulnerable areas as outlined in the South Georgian Bay Lake Simcoe Protection Plan. For the 2026 program, this includes 129 properties within 100 metres of a municipal well. In addition, the Township also undertakes a Discretionary Septic Reinspection Program specific to properties within 50 metres of Orr Lake.The discretionary program applies to approximately 280 properties and also takes place on a five (5) year cycle. The program is part of ongoing efforts of the Township and Severn Sound Environmental Association (SSEA) to help maintain the health of Orr Lake.

Request to Install Deer Crossing Signage

Council approved the installation of deer crossing signs on both approaches to the S-bend on St. Vincent Street to alert motorists to possible wildlife crossings.
