In early 2024 the Township’s routine OSIM (Ontario Structure Inspection) process included HRT Bridge #1 (just about 150m past this sign). Significant erosion beneath the concrete footing, that supports the south end of the bridge, was identified. Additionally, while the trail between here and the bridgehead have always been subject to erosion from rain events, was even more compromised than usual at the same time that the bridge concerns were identified.
Based on the OSIM engineer’s recommendation to close the bridge, Township staff requested a peer review from a second engineering firm to review the OSIM findings, validate the problem, and provide high-level feedback on possible remedies. The review confirmed the issues, highlighting that remediation would be costly and complex.
Subsequent severe weather events destroyed the connecting trail, necessitating a full reconstruction. A complete reconstruction is now required and a new design needs to be developed that takes into account the enhanced stormwater conditions that now impact the trail. Consideration will need to be given to the very steep slope of the bank between the roadway and the bridge to make sure that funds spent will have long-lasting outcomes.
Looking Ahead
Council has approved funding to engage a firm in a design process to reconstruct the bridge crossing and the trailhead from Doran/Belmont to the Hunter Russell Trail Bridge #1.
By following the Township’s procurement process, PlanMac Engineering Inc. has been secured to take care of this research and design project.
Over the next several months, PlanMac engineers will be looking at how best to re-establish the bridge (or construct new), and they’ll be undertaking geotechnical tests to determine the best way to re-construct the trail.
In addition to the geo-testing, the engineers will also be reviewing and modelling the stormwater authority to understand how a solution can support the best practices for both protecting infrastructure and keeping Willow Creek free from road runoff.
Finally, before the development of the 2026 municipal budget, PlanMac’s team will provide options for staff and Council to review, including the estimated cost to construct each of these ideas.
Upon identifying a viable solution and securing funding, the Township plans to reconstruct both the trail and the bridge in 2026.
