    The Township of Springwater has many municipal boards and committees that help provide guidance to members of council on a variety of subjects. Council adopted a Code of Conduct that governs all municipal boards and committees.

    Serving on a committee or board

    Serving on a committee or board is one of the ways you can get involved and make a difference in your community. We recruit committee and board members with each new term of council.

    Boards

    Elmvale Business Improvement Area Board

    The Elmvale BIA is an association of businesses and property owners who work together to support growth and develop local business in the Elmvale area. The Board's goal is to increase traffic and sales through the cooperation of each and every business. The BIA is an economic driver in downtown Elmvale and a social anchor to the community.

    Springwater Public Library Board

    The Library Board seeks to provide a comprehensive and efficient public library service that reflects the community's needs. The Board is the governing body of the library and is responsible for:

    • Advocating and championing the Springwater Library
    • Hiring and evaluating the Library CEO
    • Creating policies and the library's strategic plan
    • Developing and overseeing the budget

    Springwater Sports Heritage Board

    The Springwater Sports Heritage Board acknowledges the exceptional sporting contributions and achievements of Springwater's athletes, builders and teams. A key initiative of the Board is to create a digital archive that chronicles and preserves Springwater's sports heritage, while providing unlimited access to the public. The next phase of the Board's initiative is to establish a physical, public location to display the awards and provide recognition of the outstanding sports heritage in our community.

    Committee of Adjustment

    The Committee of Adjustment is a statutory committee guided by the Planning Act that considers applications for consents and minor variances. View the Terms of Reference for details. 

    Heritage Advisory Committee

    Springwater's Heritage Advisory Committee preserves the historical, cultural and natural heritage within the Township. The Committee advises Council on all matters regulated through legislation, and provides public awareness and promotes heritage conservation in Springwater. This includes the designation of properties, maintaining the Heritage Register and Inventory, and reviewing planning matters that relate to heritage. View the Terms of Reference for details.

    Joint Accessibility Advisory Committee

    The Joint Accessibility Advisory Committee helps member municipalities of the County of Simcoe in providing recommendations in the removal of all levels of barriers in relation to standards set out in the Accessibility for Ontarians with Disabilities Act (AODA).     Joint Compliance Audit Committee

    The Joint Compliance Audit Committee in an investigative/adjudicative body created to enforce provincial laws related to municipal election campaign funding. This is a joint committee that serves member municipalities of the County of Simcoe.  

     

    Advisory committees

    Agricultural Advisory Committee

    This advisory committee:

    • Provides agricultural advice related to municipal operations and practices
    • Encourages public awareness and education on agricultural matters
    • Provides input on policies and issues locally, provincially and federally related to the agricultural industry

    Community Broadband Advisory Committee

    The Township of Springwater’s Community Broadband Advisory Committee has a mandate to identify community broadband initiatives, including; exploring mechanisms and best practices of how to facilitate community broadband expansion in the Township of Springwater. The Community Broadband Advisory Committee will provide feedback to staff who will share information with Council through regular reporting at Council meetings.

    Cultural Advisory Committee

    This advisory committee celebrates and leverages Springwater's unique cultural resources to build a shared identity. To do this, the committee advises council on the implementation of the goals and their related actions set out in the Township's Municipal Cultural Plan. View the Terms of Reference for details.

    Economic Development Advisory Committee

    The Economic Development Advisory Committee provides strategic input to staff on the overall economic development program undertaken by the Township. View the Terms of Reference for details.

    Efficiency and Service Delivery Audit Ad Hoc Committee

    The mandate of the Efficiency and Service Delivery Audit Ad Hoc Committee is to provide input for and oversee the Efficiency and Service Delivery Audit. Its duties will include:

    • Drafting a Terms of Reference and Scope for the Efficiency and Service Delivery Audit, for consideration and approval by Council;
    • Engage in the process of the Efficiency and Service Delivery Audit by receiving regular updates from the consultant, meeting with the consultants as necessary and including review of the draft report.

    Finance and Audit Advisory Committee

    The Finance and Audit Advisory Committee assists council in the delivery of effective municipal government by reviewing the administrative systems around:

    • Financial accounting and reporting
    • Internal controls
    • Safeguarding of corporate assets
    • Compliance with legal, ethical and regulatory requirements
    • Efficient and effective use of Township resources

    Management and council are primarily responsible for the financial reporting and internal control of the Township. View the Terms of Reference for details.

    Grants Advisory Committee

    This committee makes recommendations to council about the distribution of funds raised through Township initiatives, such as the Springwater Swing Golf Tournament. The committee reviews applications submitted for the following grant opportunities:

    • Community Assistance Program (CAP)
    • International Competition Grant
    • Grant requests from the Springwater Swing proceeds

    Planning and Development Advisory Committee

    Springwater's Planning and Development Advisory Committee acts in accordance with the Planning Act, objectively participates in the Official Plan Review Process, and provides feedback where necessary on complex or controversial planning issues. View the Terms of Reference for details.

    Recreation Advisory Committee

    This advisory committee makes recommendations to council on the programming and operation of Township recreational facilities and parks in relation to the Township's Parks and Recreation Master Plan, including reviewing:

    • Rental fees
    • Budgets
    • Proposed policies and operational needs

    The committee networks with community/user groups, individuals and other municipalities to promote recreation and the use of recreation facilities within the Township. View the Terms of Reference for details.
