      The Township of Springwater has many municipal boards and committees that help provide guidance to members of council on a variety of subjects. Council adopted a Code of Conduct that governs all municipal boards and committees.

      Huronia West O.P.P. Detachment Board Provincial Appointee Vacancy 

      The Ministry of the Solicitor General is recruiting for two members to become part of the Huronia West O.P.P. Detachment Board. The Huronia West O.P.P Detachment Board services the Township of Springwater, Township of Clearview and Town of Wasaga Beach. The board advises the Ontario Provincial Police detachment commander assigned to the detachment, with respect to O.P.P. services in the catchment area of the board.       Boards

      Elmvale Business Improvement Area Board

      The Elmvale BIA is an association of businesses and property owners who work together to support growth and develop local business in the Elmvale area. The Board's goal is to increase traffic and sales through the cooperation of each and every business. The BIA is an economic driver in downtown Elmvale and a social anchor to the community.

      Springwater Public Library Board

      The Library Board seeks to provide a comprehensive and efficient public library service that reflects the community's needs. The Board is the governing body of the library and is responsible for:

      • Advocating and championing the Springwater Library
      • Hiring and evaluating the Library CEO
      • Creating policies and the library's strategic plan
      • Developing and overseeing the budget

      Springwater Sports Heritage Board

      The Springwater Sports Heritage Board acknowledges the exceptional sporting contributions and achievements of Springwater's athletes, builders and teams. A key initiative of the Board is to create a digital archive that chronicles and preserves Springwater's sports heritage, while providing unlimited access to the public. The next phase of the Board's initiative is to establish a physical, public location to display the awards and provide recognition of the outstanding sports heritage in our community. 

      Huronia West OPP Detachment Board

      Under the Community Safety and Policing Act, the key roles and responsibilities of the newly formed Huronia West OPP Detachment Board are to:

      • consult with the Commissioner regarding the selection of a detachment commander and otherwise participate, in accordance with the regulations made by the Minister, in the selection of the detachment commander;
      • determine objectives and priorities for the detachment, not inconsistent with the strategic plan prepared by the Minister, after consultation with the detachment commander or his or her designate;
      • advise the detachment commander with respect to policing provided by the detachment;
      • monitor the performance of the detachment commander;
      • review the reports from the detachment commander regarding policing provided by the detachment; and
      • on or before June 30 in each year, provide an annual report to the municipalities and band councils regarding the policing provided by the detachment in their municipalities or First Nation reserves.

      The Huronia West OPP Detachment Board services the Township of Springwater, Township of Clearview and Town of Wasaga Beach. 

      Huronia West OPP Detachment Board Terms of Reference 

      Board Composition

      The Huronia West OPP Detachment Board is comprised of eleven (11) members as follows:

      • Six (6) Council Member Representatives (two from each municipality)
      • Three (3) Community Representatives (one from each municipality)
      • Two (2) Provincial Representatives (to be appointed by the province)

      Statutory committees

      Committee of Adjustment

      The Committee of Adjustment is a statutory committee guided by the Planning Act that considers applications for consents and minor variances. View the Terms of Reference and the Committee's Agendas and Minutes for more details. 

      Cultural and Heritage Advisory Committee

      The Cultural and Heritage Advisory Committee is committed to the preservation of historical, cultural and natural heritage within the Township. The Committee advises Council on all matters regulated through legislation, and provides public awareness and promotes heritage conservation, celebrate and leverage the Township's unique cultural resources to build a shared identity and future prosperity in Springwater. This includes the heritage designation of properties, maintaining the Heritage Register and Inventory, and reviewing planning matters that relate to heritage.       Joint Accessibility Advisory Committee

      The Joint Accessibility Advisory Committee helps member municipalities of the County of Simcoe in providing recommendations in the removal of all levels of barriers in relation to standards set out in the Accessibility for Ontarians with Disabilities Act (AODA).       Joint Compliance Audit Committee

      The Joint Compliance Audit Committee in an investigative/adjudicative body created to enforce provincial laws related to municipal election campaign funding. This is a joint committee that serves member municipalities of the County of Simcoe.  View the Committee's Agendas and Minutes for more details. 

      Property Standards Committee

      The Property Standards Committee shall have all statutory duties as defined under Sections 15.1 to 15.8 of the Building Code Act, as amended, including to consider appeals to Property Standards Orders issued by Property Standards Officers. The Recording Clerk (Secretary) to the Property Standards Committee is responsible for accepting all applications for processing upon submission by the appellant. The Recording Clerk (Secretary) shall be the Clerk of the Township of Springwater, or a person designated by the Clerk.

      It is the responsibility of the Property Standards Committee to hear and determine all appeals in accordance with the procedures established under the provisions of the Statutory Powers Procedure Act.

      The Committee shall consider and apply the Township of Springwater’s Property Standards By-law.
      The Committee is authorized by the Building Code Act to:

      • Hear an appeal filed by the appellant
      • The Committee has all the powers of the Property Standards Officer and may confirm the Order, modify, rescind it, or may extend the time for complying with the Order.

      Advisory committees

      Agricultural Advisory Committee
      This advisory committee:
      • Provides agricultural advice related to municipal operations and practices
      • Encourages public awareness and education on agricultural matters
      • Provides input on policies and issues locally, provincially and federally related to the agricultural industry

      Outdoor Digital Signage Hearing Committee
      This hearing committee reviews digital sign requests for the Elmvale Outdoor Digital Sign that do not fall within the Outdoor Digital Signage Policy and determines if the requests are to be approved or denied.

      Decisions of the Committee are final. There is no appeal mechanism for requests that are denied. Requestors will be permitted to speak to their request at the hearing.

      Ad hoc committee

      Elmvale District High School Donation Fund Ad Hoc Committee
      The Elmvale District High School Donation Fund Ad Hoc Committee provides enhancements that benefit both students and the local community, focusing on improvements exceeding those covered by the Simcoe County District School Board (SCDSB).

      As an overarching outcome, the Committee will provide recommendation(s) to Township Council for the release of funds. For more details, view the Committee's Terms of Reference.
