Before you set up a pre-authorized payment plan:

• Please pay all taxes due.
• Please submit your application at least 10 days before your preferred withdrawal date.
• For all monthly pre-authorized tax payment plans, you will get one property tax bill in July.

1. Monthly budget plan: Monthly debit amount withdrawn on the last banking day of each month. The Finance Department will contact you with the current monthly debit amount. Except for the settle-up month of August, where the full amount as indicated on the July 31 bill will be withdrawn.
2. Residential due-date Plan: Full amount as indicated on the water/wastewater bill withdrawn on the due dates specified on the bill(s).
3. Commercial/Multi-residential due-date Plan: Full amount as indicated on the water/wastewater bill withdrawn on the due dates specified on the bill(s).
4. Update Banking Information: This option is only for properties currently enrolled in an existing pre-authorized debit agreement directly with the Township of Springwater. 

• At your bank:
  • Through your financial institution by internet or telephone banking or in person, your account number is the 8-digits of the utility account number (e.g. 123456.00 becomes 12345600). 
  • Payee Name: Springwater (Township) Water. Contact your bank if you need help finding the payee name.

• To avoid penalties, make sure payments made through telephone, online banking, or at a financial institution, are submitted 3 to 5 business days before the due date.

• By mail to the Municipal Office (cheques only) *Please make cheques payable to "The Township of Springwater"

• Only send cheques through the mail. Do not send cash through the mail.

• In person at the Township Administration Centre, Monday to Friday (excluding holidays), from 8:30 a.m. to 5:30 p.m. For after-hours payments, a drop box for cheques is available to the right of the main entrance.

• Payments may be made in person by cash, debit, or cheque. Please make cheques payable to Township of Springwater.

To update your residential contact information, please submit a completed change of residential information form.

If you are purchasing or selling a property, please complete the notice of move form.

To have a copy of the water/wastewater bill redirected to a tenant, the water/wastewater tenant agreement form must be completed by both the owner and tenant, and returned to Finance Department.

Please note, an owner who has opted to have rates billed directly to a tenant, is not relieved from the financial responsibility of said charges should a tenant default in payment.

When a tenant vacates a property, either the tenant or the property owner may complete the notice of move form to have the bill redirected to the property owner.

Property owners can request to turn the Townships water supply on or off for the following reasons (examples):

• to complete repairs or renovate a home or building
• to conduct work on a sprinkler system
• if they are going on an extended vacation

A minimum of 3 business days' notice is required.

Note: The Township will not turn off the water for landlord or tenant disputes.

Water meters are property of the Township and shall only be removed by Township appointed operators in advance of construction or demolition. (Meters should be installed and removed only by Township-appointed operators. As the meters are Township property, this helps ensure they're handled correctly and returned as needed.)

Fees

The account holder will be charged a fee for both water turn on and water turn off.

The fee is determined by Township on an annual basis. Please refer to the Fees and Charges bylaw. Charges will be added to the utility bill.

Important notes

Property owners will not be required to pay the fee if the water is turned off to fix a leak on Township property.

How to Submit a Request and What to Expect

If a contractor is making the request, the contractor must notify the property owner first.

Appointments are available between 8:00 am to 4:00 pm Monday to Friday, excluding holidays.

Please ensure that someone over the age of 18 is on site during the appointment to confirm water has been safely turned on/off.

Consumption charges

We base the wastewater consumption charge off of usage during the previous three-month period for residential buildings and one-month period for multi-residential and commercial buildings. The constant consumption rate is $3.60 per m³/month and will not increase with use.

The below service fees may apply:

• Backflow preventer – $25 each
• Connection fee – $77 per property
• Residential meter – $845 each
• Commercial or multi-residential meter – as per cost to the Township
• Disconnection Fee – $52 per request
• Reconnection Fee – $52 per request
• Pressure reducing valve – $133.50
• Disconnection for Non-Compliance – $580

The current Water and Wastewater Rate Study forms our utility rates. The study delivers a long-term water and wastewater financial recovery plan to fund:

• Current and future operations
• Growth related capital expansion
• Rehabilitation and eventual replacement of existing systems

Necessary adjustments to the utility rates are required to cover these costs. Consultants provide an updated study every few years.

The water meter is typically located in the basement or crawlspace area of your home. Look for the water meter near your hot water heater, water softener or furnace. There are two main style of water meters, an analog water meter or a digital water meter.

For digital water meters, open the flap at the top and record the digital numbers from left to right. This is the water meter reading.

Note: The circle below the meter reading is a leak indicator. If the circle has a plus sign within it, there is constant water movement going through the meter. This may be a small or large amount of water. To find or track your leak, refer to the leak detection section below.

Any water that passes through the water meter is charged to your utility account. This includes water that is consumed by a leak.

Water meter readings are obtained every three (3) months for residential properties and every month for business and multi-residential properties.

The Township of Springwater now allows you to submit a water meter reading online.

Digital meters have a built in leak detector. If the circle located under the water meter has a plus sign within it, there is a constant flow of water going through the meter. This may be a small or large amount of water.

• If the water meter itself is leaking, call WAMCO, our third party service provider at 1-833-926-2626.
• If the digits on the water meter are continuously moving, and there are currently no taps on in the home, there is likely a leak. Check the following:
  • Toilet(s)
    • Toilets are a common cause of leaks. Conduct a dye test on your toilet by placing food colouring or dye test tablets (available at home improvement stores) in the tank at the back of your toilet. Do not flush. Wait and observe for 10-15 minutes. If colour seeps into the toilet bowl, you have a leak.
  • Taps
  • Water feed lines into a washing machine or dishwasher
  • Water softener
  • Hot water tank
  • Sprinkler system
  • Any other appliances or devices that are connected to water
• Internal shut-off valve
  • The internal shut-off valve will have either a ball of gate valve. In the event of an emergency leak, you can shut off the water supply into your home using the internal shut-off valve. This will give you time to repair the leak or call a plumber without losing any more water.
• Call a plumber
  • If you cannot find the cause of the leak or have found it and are unable to fix it yourself, you will need to call a plumber.

A sudden rise in the amount of your bill may be due to several reasons, such as:

• A plumbing leak in toilets and/or fixtures.

• An increase in the number of people living or working in your dwelling.
• A dry, hot summer, resulting in higher water use.
• An increase in the number of days in the billing period.
• Renovations, recent landscaping, or the filling of a swimming pool or a hot tub.
• Consecutive estimated water meter readings followed by an actual water meter reading.
• If your water was estimated and your consumption for previous billing periods was higher than estimated, you may see an increase on your current bill.

If you see a sudden rise in your bill, you may have a leak in your private plumbing system. All water use, including water consumed by leaks, is your responsibility and will be charged to your utility account.

Due to the higher demand on watering systems during warmer months, outdoor watering restrictions are in place from June 1 to September 15 each year. The increased consumption leads to decreased potable water reserves and low water pressure. In extreme cases, it puts the water system at risk and makes it difficult to fight a fire.
