Council Highlights

Presentation to the Elmvale Harvesters

The presentation to the Elmvale Harvesters kicked off with a congratulatory message from Mayor and Council for the inaugural season of the hockey team in the Ontario Elite Hockey League.  

Springwater Expansion Project to Entrepreneurs and Small Businesses in Springwater

The North Simcoe Business Centre (NSBC) presented to Council on the Springwater Expansion Project. This plan outlines how NSBC will increase awareness, access, and engagement with existing services among entrepreneurs and small businesses in the Township of Springwater.

2025 Asset Management Plan and Strategic Management Policy

Council adopted the 2025 Township of Springwater Asset Management Plan and Strategic Asset Management Policy. The Asset Management Plan is a strategic initiative designed to oversee Springwater's infrastructure and resources, while the Strategic Asset Management Policy outlines the Township’s principles, goals and commitment to managing its assets in a way that aligns with the organizations strategic objectives.

Delegation of Authority - Property Tax Adjustments

The proposed by-law, which would continue to allow staff to approve certain property tax adjustments, under Sections 357 and 358 of the Municipal Act, 2001 was presented to Council for consideration. The provisions included in the proposed by-law would help property tax adjustment applications under these sections continue to be processed quicker, improving customer service and reducing delays. The required review by the Municipal Property Assessment Corporation and Township staff will still take place, but applications will not require a Council hearing.

Award of Minesing Community Hall Basement-Foundation Remediation

The contract for the Minesing Community Hall Basement Foundation Remediation was awarded to Greenville Restoration Services in the amount of $442,867.00 excluding HST ($450,661.46 including non-recoverable HST).

Award of Tender for Tandem Snowplow

The tender for the tandem snowplow was awarded to Donald Currie Trucks Inc. for $437,775.00 excluding HST ($445,459.49 including HST recoveries).

Award of Tender for Single Axle Snowplow

The tender for a single axle snowplow was awarded to Donald Currie Trucks Inc. for $414,986.00 excluding HST ($422,289.75 including HST recoveries).

Award of Tender for Replacement of Bridge 4 and Rehabilitation of Culvert 210

The tender for the replacement of bridge 4 and the rehabilitation of culvert 210 was awarded to Arnott Construction Limited for $1,224,740.00, excluding HST and provisional, ($1,266,912.00 including HST recoveries and provisional items).

Updated Water Financial Plan

Council approved the updated Water Financial Plan for 2026-2033. As part of the Municipal Drinking Water Licensing Program, municipalities are required to prepare and approve Financial Plans for their drinking water system in accordance with Ontario Regulation 453/07 under the Safe Drinking Water Act, 2002 (SDWA) on a regular basis.

Proposal for a Springwater Endowment Fund

Council directed staff to invest $22,080,000 million dollars from the Barrie Restructuring Compensation Agreement payments over the next 5 years into an endowment fund. Staff will return to the May 6, 2026, meeting, with a final endowment fund policy and any recommended changes to the Township’s Investment Policy for Council’s consideration.

Administration Building Roof

Council approved approximately $82,000 for roof repairs, including replacing skylights, with funding coming from the Tax Rate Stabilization Reserve, and to have the work completed before the 2026–2027 winter season. Additionally, an estimated $900,000 was included in the Township’s long-term capital plan for a full roof retrofit or replacement within the next eight years.

Award of Cimco Refrigeration/Toromont – Elmvale Arena Dehumidification System for Phase 2

Cimco Refrigeration/Toromont was awarded the project to improve dehumidification and atmospheric control at the Elmvale Arena in the amount of $268,880 ($273,612.30 including non-recoverable HST).

Award of Tender for Road Rehabilitation Program – 2026 Various Roads

The tender for the road rehabilitation program was awarded to Georgian Paving, a Division of Miller Paving Ltd., in the amount of $1,678,997.20 excluding HST ($1,708,547.55 including HST recoveries and provisional items) for the supply and placement of hot mix asphalt on specified road segments and one municipal parking lot.

Request for Authorization to Execute the M-Plan and Amending Stage 2 Subdivision Agreement

Council authorized the updated Stage 2 Subdivision Agreement so the subdivision can be registered in phases.

Additional Budget Request – Fire & Emergency Services, Station 5 Renovations

Council approved the request for additional funds to complete the required facility updates in the amount of $31,057.33 excluding HST ($31,603.94 including HST recoverable) to be funded from the Tax Rate Stabilization Reserve.

Rural Intersection Illumination

Council directed staff to contact the County of Simcoe and the Ministry of Transportation and report back on the work involved and the costs to add lighting at rural intersections. Under the County’s policy, the County would install and maintain the lighting only if the intersections meet the required rural warrant; if they do not, the Township could still choose to install the lighting but would be responsible for all installation and ongoing maintenance costs.
