Request to Expand Primary Care Services at Springwater Health Services
Council received the presentation from the Southern Georgian Bay Community Health Centre regarding the opportunity to expand primary care services at the Springwater Health Services building located in Elmvale. Council approved a Working Group and up to $50,000 for concept plans for the Springwater Health Services Centre in Elmvale, with funding to be released once resources are confirmed.
Results of the 2024 Draft Audited Consolidated Financial Statements
Council received the presentation from Baker Tilly KDN LLP regarding the results of the 2024 Draft Audited Consolidated Financial Statements and allocated the 2024 surplus to the Tax Rate Stabilization Reserve.
Resolution: AMO Delegation regarding quarry matters - Township of Ramara
Council received the resolution from the Township of Ramara regarding support of a joint delegation for the 2026 AMO Annual Conference with the Townships of Oro Medonte, Severn and Springwater regarding quarry matters.
Award for Tender Pulverization, Double Surface Treatment, and Double Micro Surfacing
The tender for pulverization, double surface treatment and double micro surfacing was awarded to Duncor Enterprises Inc., in the amount of $418,058.57 including HST recoveries for pulverization, double surface treatment, and double micro surfacing on specified road segments.
Award for Tender Pulverization, Double Surface Treatment, and Double Micro Surfacing
The RFQ for a customized seacan was awarded to Ontario Ltd. o/a SJ Landscape in the amount of $11,549.76, including HST recoveries, with funding provided through the Capital Infrastructure Reserve. The seacan will provide secure, organized storage for signs and small equipment currently housed in a deteriorating open-front shed with limited yard storage capacity.
Official Plan 2051 (OP2051) - Agricultural Impact Assessment (AIA)
Council directed staff to retain a qualified consultant to complete the legislatively required Agricultural Impact Assessment for the OP2051 Midhurst Settlement Area employment land expansion at Forbes Road and Highway 400, at a cost of up to $30,000. Eligible costs will be funded through Development Charges, with any remaining balance funded from the Tax Rate Stabilization Reserve.
Reduction of Speed limit on Holloway Lane
Council directed that the speed limit on Holloway Lane be reduced from 50 km/h to 40 km/h, and that a by-law to confirm the change be brought forward for consideration at the regular Council meeting on June 3, 2026.
Procurement By-law Request for Information
Council directed staff to prepare a report on the Procurement By-law, including an overview of procurement authorities and processes, as well as information about the bids&tenders Bid Opportunities website.
Additional Crossing Guards
Council directed staff to report back on the possible implementation of crossing guards near school zones at the marked crosswalk on Simcoe Street and at the Kerr Street/Shaw Street intersection, including what would be needed to put the program in place, traffic warrant information and any related budget impacts. The report is to be brought to Council at the regular Council meeting on June 17, 2026. Council also invited the Simcoe Muskoka District Health Unit to present the On the Move Program to Council.
Drainage
Council directed staff to investigate drainage concerns at 26 Mill Street West in Hillsdale, including the possible extension of the culvert, and report back with options for improvements at the regular Council meeting on June 3, 2026.
Community Recreation Association Donation
Council approved grants in the amount of $1,000 for each of the six (6) Community Recreation Associations in Springwater, to be funded by proceeds from the Springwater Swing.
