Prior to the regular meeting of Council, a special meeting was held in accordance with the Township of Springwater’s Procedural By-law 2017-007.
Award of Tender for Aggregate Crushing
The tender for aggregate crushing was awarded to Duivenvoorden Haulage Ltd, in the amount of $97,000.00 excluding HST ($98,707.20 including HST recoveries).
Award of Supply and Delivery of Bulk Highway Salt and Treated Salt
The tender for supply and delivery of bulk highway salt and treated salt was awarded to Compass Minerals Canada Corp. in the amount of $1,389,978.50 excluding HST ($1,414,442.12 including HST recoveries).
One-year renewal term of Contract 2023-11-IOS - Supply and Deliver Winter Sand
The final one-year renewal option for the Township’s winter sand supply contract with G. Priest Services Inc. was renewed for the period from September 1, 2026, to August 31, 2027.
Part Lot Control Exemption By-Law - PGC Investments Industrial Subdivision
The Part Lot Control Exemption request for the subject lands was approved for a one-year period.
Accounts Receivable Billing and Collection Policy
The Accounts Receivable Billing and Collection Policy was approved. The Township sends invoices owed for services, property use, enforcement, damages, and other non-tax or non-utility matters. The Accounts Receivable Billing and Collection Policy puts existing billing and collection practices into one clear document for staff and customers.
Water and Wastewater Billing and Collection Policy
The Water and Wastewater Billing and Collection Policy was approved. The policy establishes consistent parameters for water and wastewater billing, payments and account management. It outlines how the Township will handle overdue accounts, payment arrangements and unpaid balances transferred to property tax bills.
Three Oaks Interiors - 58 Queen Street West
The Community Improvement Plan application submitted by Three Oaks Interiors under the Signage Improvement Grant Program was approved. On April 5, 2017, Council approved by-laws designating the entire Township as a Community Improvement Project Area and adopting a Community Improvement Plan. The plan offers eight grant programs to help local businesses improve commercial buildings and encourage private investment.
Committee Recommendation: Springwater’s Cultural and Heritage Excellence Award Draft Policy
The draft policy for Springwater’s Cultural and Heritage Excellence Award was approved. The proposed annual Cultural and Heritage Excellence Award would recognize residents who have made important contributions to culture, local history or natural heritage. The recipient would receive public recognition, a certificate and a $500 donation to an eligible organization of their choice, with the pilot program reviewed by the end of 2028.
City of Barrie Amendment to the Zoning By-law and a Draft Plan of Subdivision - 3218 Wilson Drive and 816 Sunnidale Road - Submission of Comments
Council requested that the City of Barrie limit casual industrial uses proposed near Township homes to light industrial uses only. The request also asks the City of Barrie to provide stronger buffering, noise mitigation, landscaping and berms, protect natural heritage features, direct truck traffic away from Dobson Road, and circulate Township staff on future development applications for the site.
