Council Highlights

Prior to the regular meeting of Council, a special meeting was held in accordance with the Township of Springwater’s Procedural By-law 2017-007.

Public Meeting Zoning By-law Amendment

A public meeting was held to consider a proposed Housekeeping Zoning By-law Amendment under Sections 34 of the Planning Act. The purpose of the proposed Housekeeping Zoning By-law Amendment is to clarify various provisions and schedules of the Township’s Zoning By-law 5000.

Midhurst Heights progress update and child care opportunity

Council supported, in principle, a proposed licensed childcare centre in Midhurst Heights that could provide up to 100 spaces, subject to required approvals and funding. Council also called on the County of Simcoe and Province of Ontario to prioritize additional affordable childcare spaces for Springwater as the community continues to grow.

2026 Municipal and School Board Election – Joint Compliance Audit Committee - Appointment of Committee and Approval of Terms of Reference

Council approved the Terms of Reference and appointed members for a Joint Compliance Audit Committee with other lower-tier municipalities in Simcoe County. The committee, administered by the County of Simcoe, will review eligible complaints related to candidates’ and registered third parties’ election campaign finances during the 2026 municipal election.

Elmvale Arena LED Video Board Initiative – Authorization to Negotiate Memorandum of Understanding and Complete Site Accommodations

Council received a proposal from a community benefactor to donate and fund a LED video board at the Elmvale Arena. The Township will provide the necessary site infrastructure and building improvements, with a formal agreement outlining responsibilities for operation, maintenance, safety, content, sponsorships and future costs.

Draft Fence and Pool Enclosure By-law

Council reviewed an updated draft Fence and Pool Enclosure By-law, following comments raised during the June 17 meeting. The draft Fence and Pool Enclosure By-law will be brought forward to the September 16 Council meeting for approval. The draft Fence and Pool Enclosure By-law will set standards for fence height, placement, materials and maintenance, and would take effect January 1, 2027.

Protecting Township Employees from Occupational Exposure to Diesel Exhaust

Council directed staff to review workplace air quality and diesel exhaust exposure at Township garages and other facilities where diesel-powered equipment is used. Staff will assess options for exhaust extraction and ventilation improvements, then report back with recommendations, costs and a phased implementation plan for consideration in the 2027 Capital Budget.

Queen Street East/Shaw Street Seasonal Traffic Calming Pilot

Council directed staff to assess traffic conditions around Queen Street East and Shaw Street in Elmvale in response to concerns about speeding, aggressive driving and pedestrian safety. Staff will collect data and report back before March 2027 with options and costs for a possible seasonal traffic-calming pilot project in spring 2027.

Storm Resolution – September 1, 2025

Council requested that the County of Simcoe waive landfill disposal fees for storm-related trees and brush from properties affected by the September 1 and 2 storm in the Orr Lake and Elmvale areas. This measure is intended to help residents manage storm-related debris and will support their disposal of affected trees and brush should the County agree with the request.
