Public Notice of Construction for works on Finlay Mill Road from Spence Avenue to Cowdray Park Lane

Please be advised that the Midhurst Heights External Forcemain Construction project (“Works”), awarded to JB Enterprises (“Contractor”), will continue throughout July and August along Finaly Mill Road.   

Overview 

The Contractor will be working along Finlay Mill Road from just north of Spence Avenue south to Cowdray Park Lane. See Key Map for details. 

Schedule 

Construction is scheduled to commence approximately July 6, 2026 and continue until approximately August 7, 2026.  

Traffic Control Plan 

The traffic control plan that will be in place throughout July and August will be as follows: 

• Single lane closure of Finlay Mill Road from Cowdray Park Lane to Spence Avenue.
• Traffic signals: will be in place 24/7 for eastbound and westbound lanes
• DAD’s (driveway assisted devices): will be implemented at the end of each driveway within the work zone to advise residents of traffic flow
• Flagmen: will be utilized as needed to control traffic

Safety and Construction Signage 

Similar to previous phases of construction, signage will be erected prior to construction works. We advise that when driving or walking through and around the construction work zone, that you follow and obey the construction signage for your safety and for the safety of the workers.
