Council Meeting Highlights - April 16

Prior to the regular meeting of Council, a Special Meeting was held to present the findings of the Township of Springwater’s Transportation Master Plan (TMP).

Township of Springwater’s Transportation Master Plan

The presentation from R. J. Burnside & Associates Ltd. regarding the Township of Springwater's preliminary TMP, was provided to Council. The presentation covered the study's purpose, detailing the TMPs process, and recommendations to accommodate the Township’s transportation network to 2041.

Additional Residential Unit By-law Update

A public meeting was held on the proposed updates to the by-law for Additional Residential Units (ARU). Recent legislative changes necessitated an update to the ARU By-law, providing an opportunity to adjust the specifics of the By-law to address current housing needs. Staff will prepare a Recommendation Report and final By-Iaw for Council’s consideration.

Public Meeting Session - Development Charges

The Public Meeting Session for Development Charges was moved to May 21, 2025, meeting of Council.

Delegation from North Simcoe Community Futures Development Corporation

Kevin Culhane, General Manager of North Simcoe Community Futures Development Corporation, provided a delegation to Council outlining the organization's goals and its impact on businesses across North Simcoe. The Corporation offers loans, resources, training, and events to support and grow local businesses.

Award of Request for Proposal (RFP) – Phelpston Rink Roof

The request for proposal for the Phelpston rink roof was awarded to Arenes Construction for $662,222 excluding HST ($673,877 including HST recoveries).

Award of Tender – Five New ½ Ton, 4-Wheel Drive, Extended Cab, Gas Trucks

The tender for five ½ ton gas trucks was awarded to Hanna Motor Sales Company Limited for $339,572.00 excluding HST ($345,548.47 including HST recoveries).

Award of Tender – One New ¾ Ton Pickup Truck

The tender for the ¾ ton pickup truck was awarded to Hallman Motors Limited for $80,324.00 excluding HST ($81,737.70 including HST recoveries).

Award of Request for Proposal - Roadside Tractor

The request for proposal was awarded to Equipment Ontario Inc. for a new 2025 Case Maxxum 125, in the amount of $222,850.00 excluding HST ($226,772.16 including HST recoveries).

Award of Tender – One New Two-Ton Truck with Aluminum Dump Body

The tender for the two-ton truck was awarded to Bourgeois Motors Limited for $111,132.00 excluding HST ($113,087.92 including HST recoveries).

Award of Request for Proposal for an Executive Search Firm for CAO Recruitment

The request for proposal for an Executive Search Firm for the CAO recruitment was awarded to FeldmanDaxon Partners Inc. in the amount of $29,510.40 including non-recoverable HST portion.

Enhancements in Water Management: Revising Fees & Charges By-law, Updating Water By-law, and Introducing the Hydrant Extended Use Permit

The report from the Manager of Taxation and Revenue/Deputy Treasurer concerning water management enhancements was received and the new Hydrant Extended Use Permit was approved. The introduction of the permit is to formalize and regulate bulk water usage, ensuring sustainable water resource management for the community.

Notice of Motion regarding a Donation to Snow Valley Highlands Park for Rink Tarps, Presented by: Councillor Moore

The Notice of Motion regarding the donation to the Snow Valley Highlands Park for the purchase of rink tarps was approved.
